how much of a gain or loss if going from 1/58 to 13/4 headers on a 425 hp small block would it be worth looking at?

1/8"...Not enough to justify the expense. Maybe worthwhile once you get into a high horsepower range.
Daily driver?

no! not a daily driver it's a weekend toy. the reason i ask is my vette and my cousins 468 chevelle are so damm close i was looking for a little more out of her and was planning a stroker build in the near future so i thought about changing headers and putting cut outs on at the same time

I've given thought to doing the same thing but the main benefit will come from the tube design. I haven't found anyone making tuned race headers that maximize the scavenging effect, that is where a power increase will come from. Granted most of the headers for our cars are just bent to fit. You would be looking to measure the difference in the collector pipe length or lengthen your existing headers to help scavenge the exhaust gas
