Default Slow Headlights

My headlights especially drivers side are very slow. Any Ideas? They do operate given enough time. Is there a trouble shooting bullitin or guide? Any help will be appreciated.

Check the hoses for wear `n tear.I`ve found some leaks on my system where hoses had cracked or had rubbed against each other creating som minor leaks.. Could be a damaged actuator..

Most likely a leak at the actuator seal. I also found that my lights went up quicker when I lubed the plastic slides that the mechanism moves on.

Not mentioned, but a leak at the relay valve (or valves, 68 was a 1 relay valve year) will do it too, I know from personal experience (and still haven't replaced that damn thing) from going through the whole system with a vacuum gauge.
