Power steering pump probably needs fluid, but you should hear the noise sitting still and turning with the engine on.
How fast are you going and how hard are you turning when it makes the noise? Are we talking about taking a 90 degree turn at an intersection while doing 10-15 mph or doing a hard curve on a back road at 35-40 mph or a slight curve on an interstate at 60-70 mph?
Try taking the reservoir off the pump, cleaning it well and also the flow/relief valve.
These pumps valves can get pretty crudded up inside since few ever change the fluid. At the same time flush the lines etc.
Repair kit for the pump is pretty cheap.
It doesn't sound like power steering to me. There is more resistance when sitting still than moving, so I would expect it to make noise even sitting still if it's the power steering system. Have someone stand outside the car and listen while you make a turn. It could even be coming from the rear of the car. Sometimes it's hard to tell from inside.
I'm thinking it could be a wheel bearing, maybe even a u-joint or differential yoke if it's coming from the rear of the car. In any case, I would look at parts that only move when the car is in motion. It's also possible that it's making the noise at higher speeds but you just can't hear it due to road noise.
