I have a 1968 that I am rebuilding. The assembly manual shows 2 horns mounted near the front of the hood but my car only has 1? Is it supposed to have 1 or 2?
Iteresting thing is that there is not even a hole for a bracket to mount that would hold another horn. Is there a year of C3 that only had one horn on the drivers side near the middle bewtween the two headlight diaphrams?

72 had only one horn that mounted in that position. Maybe someone replaced the headlight support bracket that bonds to the fiberglass at some point. If you don't have bumps in front of the headlight openings due to corroded rivets that's probably the case.
