There is a star bracket on the left side of the passenger headlight door and it doesn't move by hand anyway. A fitting with a elm screw holds the headlight door to the bracket and it fits loosely.
Should the fitting be tight?

the driver side headlight door is not loose and the fitting seams to be tight.

The part with the three bolts is the bearing assembly. It provides the pivot point for the headlight door. It needs to be adjusted to get a good door to surround fit.
The round stop(you can just see it) with the allen screw in it is the stop that slides onto the door's pivot rod. It helps position the door side to side in the surround.
