Hi New,
Since your 72 car has a relay for each actuator you can switch the relay hoses from the side that works to the headlight actuator on the side that doesn't. If that makes THAT light open you know the relay is bad, if it doesn't the actuator is the problem.
Big Fun.
Study the hoses and color markings BEFORE you start pulling hoses.
