When they open can you pull them all the way up? If yes you have vacuum problems. If not check all the springs and linkage and make sure nothing is twisted or bent.

I've got Vacuum under the hood... holds good... pull the switch and the lights won't move at all either way. I can walk out to the front and pull them up and they stay up until i turn the car off, then the right side goes down, I can push them down also with no problems, I don't think anything is bent ... Car had sit for 18yrs.... Trying to figure all this old stuff out now... LOL

Getting a trouble shooting guide and a vacuum pump with a gauge, (like a mity-vac), will allow you to check each component's functions individually. This is easier and cheaper than just guessing which component isn't working properly and buying new parts.
