Rear Bumper
Does the 79 have a gasket or seal that goes between the rear bumper and the body?
Seems to be a pretty bif gap and psrts of mine looks like it had some kind of seal or gasket in it.

Dont know about the 79 but my 77 when I removed both of my bumper covers there was no gasket. Could be your original bumper cover is so old it has shrinkage or warpage from the years of being exposed to the elements. Could also be the nut strips that hold the cover on to the body are rusted away not pulling the cover up to the body.
