Factory grills set back like yours.
Factory covers have a deeper return than some of the aftermarket covers so you don't see the gap around the grill.
My Ecklers glass bumper cover had the same return as in your pictures and ended up with a gap like you have. I spaced the grills forward with spacers to eliminate the gap and set the grills flush with the front of the bumper.

They don't look 'fine' to me.
I doubt even St. Louis would have accepted the gaps and very uneven reveal.
Are they installed properly?

They've never been off the car before so they had to come that way from the factory, You ask if their installed properly? Heck i don't have a clue, didn't know you could adjust them at all.
My car is a 1974. Perhaps the 1975+ with bumperettes is different. My comment was re depth not the shape of the bumper. Others with more knowledge of your year can comment.
If I recall from when I put together a 73, you can shim the top mounts to bring them out further if you are unhappy with how they sit back toward the top.

You can adjust it.
Tweak the brackets and then install some spacers between the brackets and grill for fine adjustment.

No. 3" would not have been enough in the rear. Tires would have rubbed the inner fender well on my car.
2.75" front & 3.75" rear. (a 3.5" would have worked fine on the rear.)
Fronts are 18x8.5 C6 with 7 inch backspace (with adapter 4.25" backspace)
Rear are 19x10 C6 with 8.5 inch backspace (with adapter 4.75" backspace)
Anybody wanting to go the C6 wheel route, I'd suggest 2.75" up front and 3.50" rear with no major mods to the suspension.
I had previously moved my parking brake cable, but that's it. Still have factory arms and sway bars.
My front tires are in stock location and my rear have 1/2 inch clearance to the sway bar and inner wheel well, but stick out approx 1/2 inch from the fender lip.

Most of the less expensive ones are also not hub centric to the rim.
$350 for the set shipped to my door. I got a deal on the rims/tires though. Less than a grand total for the entire setup as it sits.

C5 wheels will have a different back space/off set, but yes, they can be made to fit.
