They seem to be indicating that the seal rolls over itself as the rod moves in and out. The rod doesn't slide through the seal, it rolls it.
That's what I think.

I know i'm late to this, but I am doing this today. The left photo is the way my orignal ones are.
Don't know how to solve your dilemma. Zip, Willcox, & Corvette Central all show a single actuator set for all C3 years, including 1968, so I can just guess that the seal may have been redesigned at some point but the unit's form, fit & function remained the same for all years.
I would go ahead and install your new seals as shown in the RIGHT hand photo above, then test your actuators with your vacuum pump BEFORE reinstalling in your car. If the the rods move correctly and they hold vacuum in both the extended and retracted positions, you're good to go. Just my 2 cents.
I can sort of see it. Bubba has visited your car, please take the opportunity to install it correctly. Neither sealing surface will be located correctly with it in backwards.
