Why is the harmonic balancer to short? Let me explain new 383 stroker using 400 SB w/8" 400 harmonic balancer. When you install the balancer it won't allow the crank pulleys to align with the other pulleys. I know Morroso and Sumitt have spacer kits for this issue, but the timming tab actually extends past the outer edge of the balancer making it almost imposible to set the timming. What is the fix? Can not find a longer balancer and I don't think I want to space the balancer out from the engine.
I'm not in front of your car and can't tell you for certain. But you do understand that you have an Externally balanced motor? This new damper has to be made for external balanced and it would have to duplicate your original balanced set with the flex or flywheel

No this is an externally balance damper for a 400. The one the engine supplier recommended. Funny thing is they say this has never been an issue.
I have not fully pressed dampers on before to line up the pulleys. but I'm talk just a 1/4 inch or so. All you have to have is enough of the damper shaft seal against the timing cover seal. So you could pull it out.
This is new. So is it possible that a 400 uses a different width crank pulley?

Pulleys are slightly different for our C3's compared to an ordinary setup the gaps between the pulley grooves is different, so when you buy a pulley setup for a C3 you have to make sure it is for a C3
As for your timing tab I had the same problem and used a grinder to cut the top off the tab right at the 0 degree mark

This is what I have. Not real clear but you can see what I'm talking about. From what I can find out so far there is only one length for the 400 SB balancer.
