Not sure what brush you are using, but I use 1 inch foam brushes. I get them for fifty cents at walmart and buy a ton of them. In painting parts I might go through 10 of the foam brushes depending on how many coats I use. Not sure how thick you are laying it on, but I go for really light coats. My first coat typically one will still see the metal. I do 3 coats of POR15 and that gives me the coverage I want. After that I top coat with Chassis Black or Seymour Cast Blast depending on the part.

The streakiness of the paint coverage might indicate there is some type of surface contamination. It almost looks like there was an oily film on the parts. Two surfaces where POR15 doesn't bite well are when trying to cover a surface that is not free of grease/oil or a new surface. As the instructions say for best results a POR15 surface needs "tooth".

Doing a neat job with a brush is real tough IMHO. I used the Eastwood Urethane with the activator and sprayed it on. A couple sections didn't "take" on the first try so I had to sand it smooth and do it again a few days later. You can't beat spraying IMO. I think I would have had a tough time getting this done neat with a brush. Make sure you use something like acetone or wax remover (Eastwood Pre) and let it throughly dry before paint application.
