since the time i put my engine in, its never had the response when i hit the gas. it always hesitates then goes. i never had time to fix it but now i have time and i want to get it ready... finally.
i set up the timing MULTIPLE times and still has the same problem, it hesitates then goes, even while driving. anyone else have this problem or know what i could check. any help would be appreciated, pretty soon it will be taken it and done.

From the information you have given, I would start with an adjustment of your accelerator pump. You may not be getting a good initial pump shot and that results in a hesitation. What type of carb and what motor are you running?

There are some pretty smart guys on this forum, but none of them are psychic. They will need alot more info than you have given, like what sort of carb? Has the engine been hopped up, and this is the original carb with no changes? What is the timing set at now? That sort of thing. Basically, just tell your story from the beginning, and include anything you think might be relevant. You can't give to much info. Good luck.
its a 350 crate motor,427 horse, 750 holley carb. plugs are all black, msd ignition, dizzy, and coil. ive advanced and retarted the timing, same thing no matter what. carb springs were changed to less strong ones. air filter isnt clogged.

holley 750, and i put in a crate chevy 350 with 427 horse. i will go and try that right now then
Had the same problem after doing a top-end rebuild of my 350 with a new Holley street avenger 670..... I upgraded with the Holley 50cc accelerator pump and tried tirelessly with the timing to get it right - but never could.
After reading Lars guide on how to tune a Holley I put everything back to stock and followed his guide..... I dont have a single bit of hesitation now at all
Make sure your primary and secondary butterflies along with your kerb and fast idle are set properly before doing anything. When adjusting your kerb idle, make sure you adjust your fast idle by the same amount. I have the lightest spring in my secondaries. My 'vette is like a scalded cat now when I stomp on the throttle!
Hope it helps!

And you may also find that your squirters need to be changed to a different size.
It sounds like it is running too rich based on the black plugs and hesitation, it is possible it is getting too much fuel. Start it and let it warm up a little and lean the mixture a little at a time and see how the pedal responds. I had a similar issue and it helped improve responsiveness and gas mileage.
