I know you get what you pay for, but this would fit my budget. I kinda like it. HP is slightly higher than what I was looking for, but i'm more concerned with quality of parts used and only 90 Day Warranty. Any feedback would be appreciated...

If it is not listed it is not included. I would pass it because of the pro-comp heads.
Cast crank, probably externally balanced, no dyno sheet, probably cheap rockers, cheap intake, more than likely not torque plate honed, more than likely not decked, was the block sonic tested? The guy has good feedback. As you said, you get what you pay for, so don't expect more.
Jegs, Summit Racing, plenty of other options too. Some of the guys will make suggestions. Spend your money on something you won't regret, some here have used Pace, Year One, etc. They have good customer service.
Find out who made the parts and see what the cost of those parts are to see what you are paying for the labor.
Just personally I wouldn't like the heads or the crank. As said befor the rockers are of the same quality as the crank and heads.
Having said that, a budget is a budgit. You may want to have it built by a local builder so if there is an issue you can get hold of the builder. It's good to meet the guy who is building your motor and get a feel for his skill level.
yearone p/n CT350PC1 400+fwhp 400+fwtq, 9 1/2:1 pump gas, ported iron vortec heads, roller cam, dyno-tested with proof ... company has excellent rep ... buy it for $2999
Three months ago next door neighbor bought a set of pro comp oval port heads for his BBC. Tried two sets of valve covers they wont fit without him grinding the outer edges of the heads. Bought them from a company over the internet for $900.00 complete. He calls the company sure they will take them back for a $250.00 restocking fee. What a scam. Listen to jackson buy an engine from yr one.
Would check out the company with the state BBB.
When I was searching E-Bay for a 383 found some of the Cos had very bad ratings.
I spent the extra $$ and got a Year One 383 with 500 + HP and installed it last winter.
Have been Autocrossing it since April and the motor is top notch.
I noticed he made it clear that he would not start building the engine until 4 weeks after you buy it. If you have a dispute you want paypal to settle it has to be initiated within the 4 weeks following purchase. So carpe diem [buyer beware]. Buy something from a reliable brick and mortar like pace, year one, or even a gm crate motor.
Thanks guys for all of your feedback. Along with all of your feedback, some of my co-workers also felt I should stay away from this one (not that its a bad deal, just a cheap deal) and work with someone locally. They gave me some names of some machine shops/engine builders in the area, so I think it will be best to go that route instead. Thanks again....

... great paypal dissection-analysis ... BUT ...
>carpe diem = enjoy the moment ... aka sieze the day ... aka do it now
>caveat emptor = let the buyer beware ... applies to most stuff that may be too good to be true
>caveat lector = let the reader beware ... also applies to most stuff that may be too good to be true
