Alright so ive searched and searched for the answer, replaced my headlight switch and replaced the turn signal lever, which also operates my dimmer switch. Late model 77(lucky me right?) anyways i have checked my dimmer switch on the lower of the steering column its working.
here is my problem. when i pull the headlight switch lever out no lights come on at all. no mains no highs, but if i pull back on my turn signal lever to put brights on. they come on. When i pull back on the lever there is no click as there should be either i feel that the mechanical switch is broken maybe? Im just confused as to why my main beams will not come on. I have checked my grounds everything seems fine. checked for loose connections, etc. Note i have been restoring the interior and have just gotten the dash back in. i hope there is some way of fixing this without taking it down again!

well i took my voltmeter out there got under the dash and my meter has gone south. ill have to purchase a new one and get back to you on that. What are your thoughts on the mechanical piece?
ohhhhhhhh also. before i started diving into looking at the dimmer switch and all when i would turn my key to the acc position my wipers do not work but my washer fluid shoots out like no tomorrow????
