Hi Charles,
The headlights can be a bit of a puzzle.
Have you tried to open it by hand to see if the door mechanism itself is operating?
It's best to disconnect both hoses from the actuator when you do this so you don't put any stress on the diaphragm in the actuator.
This test will tell you if you have a mechanical or vacuum problem.

If you changed all the hoses and both relays then the problem might be the seal in the actuators.

Thanks for the info ,I will print and keep.I tried all the test in the instructions all was ok.I finaly disconnected all the hose on the right side ,pulled the headlight manualy ,reconnected the vac. hoses started the car and it works perfect ,I dont know what the problem was but its fine now

Lubricate all the linkage, it may of just been in enough of a bind that the vacuum could not overcome the resistance. When you manually opened it you may of freed it a bit. Could happen again.
