75 Muffler Hangers ?!?!?

Default 75 Muffler Hangers ?!?!?
For the life of me I can't figure out how to install new muffler hangers. I bought this kit:

The old hangers look different and are broken at the rubber strips - supported now by metal strips bolted in a loop (i.e., rigged).

I can't see how the new bracket connects to the clamps. Any help would be greatly appreciated.

The one hole in the bracket bolts to the cross piece & the 2 hole part hangs down.
The clamp bolts through the 2 holes in the bracket.

Yes... all the black things are is the sidewall from a tire... got any old tires?
