No expert on this, as only seen it done one time. Obviously if only worred about the top and bottom, would be .009 for -.002 top/bottom. But sounds like you're intenting to **** the dowels for the sides too, so maybe .014. You may have to get an assortment if you're really wanting to be spot on. Curious how you're getting the old dowels out, as this can sometimes be a real picnic.
On OEM block we find the dowels for the bell housing are all over the place, We use to see our circle track customers that run triple disc clutches were having problems with the clutch plates cracking.
We did step up and bought the Tilton alignment fixture to put the dewels where they belong and it works of the crank flange, Since then it has cured all the issues we were seeing!!!!

I used a flat-faced punch in my air chisel...burp, burp and they drove straight through and fell out the front side of the bellhousing flange. Couldn't be easier, except if I had a short-barreled air chisel and wasn't doing it from under the car.
