Anemic blower motor.
Aside from the obvious checking of voltage at the + motor terminal, and a possibility of a bad motor,
Are there any issues with flaky grounds on a '72 car that would keep the blower motor from reaching speed like there was on C1 cars?

Yes, there have been a number of threads about improving the blower motor performance. And one of the suggestions is putting in a new larger ground wire.
To achieve a signficant improvement you can replace the blower motor (or just the squirrel cage) with one from a C4. If you replace the motor, you will find that the cooling tube is smaller diameter than the C3, so you need to make something up. Or you can go the route I went, and just get the squirrel cage from a 94 - it will mount right onto the C3's motor.
This will make a huge difference in the amount of air the motor pumps. The squirrel cage is longer than the C3 one, so you need to make up a spacer, there are many threads on here that will show you how. This is a very worthwhile mod.
