Default Shifter question for '74 Auto

Hi, I currently have my '74 on blocks. I have removed the calipers and am deciding how to replace them. In order to get the key out of the ignition, I had to disconnect the 'interlink' connection at the engine side of the firewall, by removing the cotter pin and removing the washer. The key came out. Now, when I shift the car into neutral, the rear rotors will not spin. I don't yet understand the shifter assembly - when i looked at it, I noticed that it is pushing a rod through a sleeve. Is this rod what shifts the transmission gears, or is it the interlock connector to the steering column?

Your rotors won't spin because you're letting the suspension 'hang' and it's binding. Nothing to do with the interlock.
