I'm talking with a guy who has this car for sale and he said the timing chain broke so he replaced it. Now the car starts but there is no oil getting to the top of the engine. The oil pressure gauge reads 40psi. What could be causing this?

How is it that the owner and you have become aware that there is no oil in the top of the motor? Have you removed a valve cover to confirm this, or is the motor noisy and he is assuming that there is no oil getting up top?
40Psi at idle is more than sufficient. On the other hand, 40Psi at 6500 rpm is not good.
Im going to go with the above poster that mention bent valves, and that the owner is hearing associated noises and assuming an oiling issue.
