Not being able to open the door, (green hose), means the seal on the clevis rod that comes out of the actuator is leaking. It can be replaced at home after buying a new seal.
If you can't close the door, (red hose), the actuator's diaphragm seal is leaking.

I just went thru a similiar scenario with my 77. My drivers side actuator shaft seal went bad and this caused my passenger side actuator to operate extremely slow. I contibute this to the vacumn constantly bleeding out of the leaky actuator. I bought the complete both actuator seals and boot kit from Willcox and both my lights operate good now. They are very easy to change. A little tricky to remove. I took both of my grill halfs out and they came out easy. Willcox has in there supporting information section the removal procedure. I also replaced the vacumn hoses. Be very careful when removing the old vacumn tubing from the relays because they are plastic and can break easy
