Default Electrical Ground w/ POR-15

I'm swapping out my gas tank and will put POR-15 on the back of my frame and supports. My rear wiring harness ground was/is not hooked up to anything. Doesn't look like it was ever grounded.

Should I put on the POR-15, file down a piece to the metal frame and ground or just paint around a small area? Not sure if it matters either way.

That ring terminal on the end of your ground cable was originally fastened to the back of your frame with an external toothed lockwasher - the kind that is designed to "bite" in to the metal surface when it is tightened, thus giving it the best possible electrical contact.
I would avoid purposely treating the area around where you will eventually be fastening that cable until after you have scuff-sanded the surfaces to be mated. This way you can ensure nothing will get in the way of allowing a good ground.
If you want to apply POR-15 over top of the terminal end connection after it is installed/fastened to the frame then I can't see how it would negatively (pardon the pun) effect things !

its hard to determine exactly where a gnd may end-up eventually when doing a whole frame,
I just did the frame, then used a dremel to expose the metal around the screw hole,
during the assy.
be sure to use the star washers and you will be good to go.

If you're not sure, maybe put on a nicely cut circle layer of vynil tape in the area before painting, and pull it off later if wanting to.
