I have a budget stroker engine. I paid $1K for the assembled short block. No core required. I've only put 1700 miles so I cannot defend its reliability just yet but it runs GREAT!
You do have to be careful when cutting corners. I have certainly fallen into the "buy CHEAP, buy TWICE" trap on a few occasions.
Typically, u$ forum member$ are pretty good about only buying the be$t $tuff while $pending YOUR money  You will have to decide for yourself where to draw the line on spending.

Let me know if you want the contact information for that engine builder.

I am in the process of building a 383 for my 1985 right now. It seems to me that if you dont' have the know how to put your own together. Than the gm crate 383 economical way to go.
There are alot of options for you out there. Just remember that there is a reason one motor costs 3000, and another is 1000. It all depends on what your doing with it. If you are going to get a little crazy at the local cruise nights, but spend the rest of the time just cruising around in the 2500-4000 rpm range, then the 1000.00 motor will be ok. Now if your going to beat the hell out of this thing, and try to impress every fast car that pulls next to you. Well then you better get the forged crank, pistons, and nice durable rod kind of motor$$$$$$ Otherwise you will be buying 2 motors. :smash:

I wish I had some extra money sitting around. Went to a car show today where they had a charity auction. They auctioned off a new 350 short block with 4-bolt main. Went for about $500. Man I would have loved to have that as the basis for a stroker... :yesnod:

Wish GM would sell the HT383 shortblock. I don't need the heads and intake. Would have to swap out the pistons since their heads are 58cc and mie are 64cc and the comp would drop to @ 8.5/1. Not enough for serious hp.
