What IS available in DOT approved 15" road circuit performance tyres?

I'm thinking that a complete set of 17" or 18" rims and tyres will be the best solution, but this may take some time to acquire.

Hoosier makes some great tires, no doubt. Unfortunately they give very strong warnings against using their track tires on public roads, especially highways. They also warn that their street tires, Pro Street Radials, are "designed for highway use and are not suitable for racing purposes". Ultimately if the OP is serious about roadracing he's probably better off getting a set of track tires and a different set of tires for the street. In the 17-18" sizes there are a few high performance street tires that can also do a fair job at the track but they will still definitely be outperformed by dedicated track tires.
