blue Vehicle Certification label?

Default blue Vehicle Certification label?
My 69 was built Jan. 25, 1969, it does not have the blue certification label on the driver door side, should it be there?

Every car produced after September 1, 1969 had the certification label. That's when the federal law became effective.

It was just a decal-like sticker, and most of them fell off on their own.
