Installing headers, what is this bracket?

There is one bolt sort of like a carriage bolt and one stud that hold the bracket to the it to firewall/ steering column it also holds a seal in place.

I just installed side pipe headers and ran into a bracket that interfered with bringing the headers up from the bottom. I is just as you describe. Had a removable bolt on the inboard side of the steering column and the other bolt was attached to the bracket. I just removed the nuts from the interior and replaced when done.

I would prefer not to cut it off, but I gots to do what I gots to do.
My '78 also has this but,my Headmen headers droped right in from the top without comming close to this bracket.
