Default 1977 question about windshield wiper housing

My 77 has a dried up sealant in the windshield wiper housing it looks like tar. Is that supposed to be there and what do you use to relace / restore? Thanks!

I dug out the old loose stuff and sprayed, body undercoat, filled the void and looks ok to me.

It's factory sealant. AIMs have several pages showing all the various places factory sealant was applied.

You can use 3M automotive undercoating in the rattle car to reseal.

The 3M dries dark brown and can be painted semi-flat black.
