I am rebuilding a 350 in my 76.

What compression ratio should I maintain to make sure all the vacume items work properly?

The cam choice has more to do with engine vacuum than the compression ration does. True they interlace a little bit as a group but your big concern should be picking a compression ration that meets your power goals, budget goals, and fuel choice. Get too high and you have to start using high octane gas which may or may not be available where you travel. Around here we have to look hard to find 93.

8.5 to 9.0 works well with pump gas. and its approx stock

GM claims 9.0:1 for the stock 76' L82. I have run about the same 9:1 CR with a 224/230 cam in mine and had plenty of vaccum for lights and brakes. As said before, cam selection will be a concern too, plus factor what fuel you plan to run without detonation issues.
