Default Outside air valve operation?

Hello, I am trying to find out when the outside air valve, which is the vacuum operated air door in the passenger side of the windshield wiper well is supposed to be closed.

From what I have found out so far, maybe it is supposed to be closed when the a/c is on max so it recirculates the inside air? But I would like to know if it supposed to be closed with the heat control in the off position. Mine doesn't close at all, so I'm trying to figure out when this thing is supposed to work.

It closes just like you thought; when A/C is on MAX. Check to see if you have vacuum to it on A/C MAX. If you have vacuum and it's not closing you will have to replace the vacuum canister. I had to do that when I rebuilt my A/C system.

Thanks for responding, is that the only time it is closed? Where should it be when the heater control is in the OFF position?

It's only closed on max ac, all other times it's open.
