Default Horn doesn't work

Ok I have a 76 and the horn doesn't work. It didn't work when I bought it couple months ago. So where do I start to figure out how to fix it? Any and all help is greatly appreciated.

Hi and welcome again.
I would start by jumpering 12 volts directly to the horns and make sure they work.

What's the saying, "Horn broken, watch for finger"

But seriously, check fuse, jumper the actual horn, then go under the horn button and start digging

Here is the address for the Horn Diagnosis paper.
http://jimshea.corvettefaq.com/?p=909

A quick and dirty method that checks for continuity through the flexible coupling would be to insert the end of a big screwdriver into the slot between the stop pin and the detachable steering column flange. Shown near the arrowhead from the "Stop Pin at 12 o'clock" note.

This will effectively complete a ground path from one side of the coupling assembly to the other. Check to see if the horn blows with the screwdriver blade inserted and check again if the horn doesn't blow with the blade removed.
