Upper Dash woes on 77

How can I reinforce mounting point holes on the underside that have become too enlarged (such as where speakers mount and others)? Fill them with epoxy and redrill?
Also, the speaker hole area is dried out and cracked in some places. How can I reinforce that area without spending $329 on a new dash pad? Overall, the dash pad is in pretty good shape.
