Found a disconnected hose and traced it to this gadget under the driver's side fender. I'm guessing maybe it's a wiper fluid reservoir?

That's exactly what it is.
Air conditioned Corvettes of this era used the "bag" reservoir that you have shown in your photograph. From what I recall, there were actually a couple different styles... One with a short neck and one with a long neck although I'm unsure of a particular application for each at the moment (I think that the change occurred sometime in the early 1970s). If you are THAT interested in the proper application for each style, let me know and I can do a little research. I have little doubt that the bag that you removed is the correct one for your car.
The hard plastic "bottle" was used on non-air conditioned Corvettes. For 1969, the bottle is supposed to be black for the entire model year, although I keep seeing a lot of original, late production cars with white bottles. My guess is that the white bottle is correct for most cars built after June 1969, but I seem to be one of the few that feels this way.
