Default Driver vent epoxied in? Why?

Why would someone epoxy/fill one of the air vents closed at one of the kick panels? Completely filled in with some type of filler. Hard as hell. Solid.

Windshield/birdcage rust - stop water leaking into car's interior.

Yeah it was standard, not sure why as I know in mine I'd like the option of more fresh air coming in (mainly as my a/c system is broken - fortunately I can just put the top down on mine though)
