Default Were these a stock item?
I'm having trouble with the pulley rubbing my new (reman) waterpump.
Never heard of a spacer in there.

They were, but not in that configuration. Those are aftermarket items.

Does the pulley also not appear to be aligning with the other pulleys, too close to engine? If so those spacers would resolve the issue. You are sure it's the correct pump, you measured the old pump vs the the new one?
