Checking on out on CL, but have no BBC experience.

Before going with a GM crate you may want to look at vortecpro performance. There are a lot of write ups on the chevelle forum and several guys on the C3 forum have one of his motors. Ive had to change my mindset of "newer is better".

There is no such thing as a budget big block, unless you have a substantial budget.

no, it would not be a good candidate. The heads are different, none of the old accessories work, and no one builds performance stuff for them. Did I mention there's no fuel pump provision on the block?

Find an old BBC, it's a far better platform for updating.
