Yes and no... If it's a small tear, and it's not a performance sound system, you can get away with a small silicone repair over the torn area. Otherwise, you can send the speaker out to have the material replaced.

Speakers can be re-coned; and, I suppose the voice coils could be replaced. But, why would anyone do that on some 40 year-old $2 speakers? Just to keep the original speakers in the car?
No one...including any NCRS judge...will ever see the dang speakers. They were 'dirt' cheap, low quality speakers when they were made. Change them out and get over it.
The wire came off the paper part and has a small tear. My Therapist says I have a hard time letting go of things , Maybe it would be good for me if I trashed them
my speakers are in the kick panels and are 10 ohms. I think your speakers are on top of the dash. If they are 10 ohms and you want to replace them and you are going to keep the stock radio the new speakers need to be 10 ohms as well. It's common that the repros. are around 3 to 4 ohms. You can google this if you need further info.
