Torque control arms...am I missing something?

Torque control arms...am I missing something?
So these are the last 2 things left on my frame before sandblasting....
The bolts that go thru the frame / bushings/ frame to hold the arms in will NOT BUDGE.
I finally got them to turn after using a torch to heat it up and a 3 ft breaker bar...however, now i can get them to spin a little - but these buggers sill not come out. I have raised the arms with a jack to try and relieve pressure - swayed the arms side to side....nothing.
I tried a bigger BFH and I dont want to screw anything up.
Am I missing something? This shouldn't be that hard.... OR should I resort to the sawsall and cut the bolts inside the frame to remove?
