Default Blower Motor / Climate Control Unit Issues

I have been posting a lot of questions because I'm doing some winter restoration and upgrades and all feedback has been very useful.

The climate control has never worked for the year I have owned the car, and I cannot say when it ever worked for previous the owner(s).

I was told that is the climate control unit is bad, nothing will work. True or False?

I am aware of the linkable fuse on the driver fender which I replaced with a new one.

I tracked all wires to the unit and all in there and good shape.
As for the the engine compartment nothing is or was ever connected except for the resistor and the rectangle box.

So I started with the blower motor. Direct hot and direct ground. No workey. I think this is a good place to begin but I have gotten no where. during inspection, I took the resistor out and the core look really good being free of corrosion. And I really don't wanna spend any more money if I do not have to.

It is A/C ready but I have no compressor so it is no concern right now.

So, does anybody know what I missed or what needs to be done next.

Oh and I checked the Vacuum lines and they are good...looking didnt physically see breaks/cracks.
