Really not seeing anything you mentioned except the camshft doing much, and really not sure of the specs on that. I'd start with what you've already got, probably going with a cat free dual exuast, rejetting the existing Q-Jet carb, and go over the the distributor. Then see what you've got. Either way, I'd stay with the Q-Jet, throughout a build up.
Crane Cams has or had a line of cams they named Blue Racer. From the table listing the SBC cams, they look to be mostly "old school" i.e., easy ramps, and moderate lift economy cams. For instance, their CD214-11 grind appears to be a close clone of an L79 327/350 cam. LINK
Knowing the OP has a Blue Racer doesn't really tell us anything other than the brand name.
It's not what I'm puttin in the car, it already has the components, I was curios as to what HP it may have.
What's the best thing for the money to gain HP?
I will put hooker side pipes on also
Making power is about matched components. Without knowing what cam you have, its hard to make recommendations (but I'll try anyway ). In my experience, the best bang for the buck is usually headers and a free flowing exhaust system.

Right. There are probably 20 different "Blue Racer " grinds from mild to wild.
The old game of 'just add this and then that' likely leads to a world of disappointment. If you are chasing a dream of horsepower which I fully endorse on a 1976 L-82 with the additions you have mentioned will only bring you to the next basic level. 30 horsepower gain ? maybe...
Anything after that I would highly recommend a motor pull. Seal and secure the L-82 for the 'next' buyer and then put in the new 'dream bullet'.

I know it's kinda vague but that's all I have on it.
Here's my guess:
Stock '76 L-82 was 210 hp.
The Edelbrock intake won't gain you anything over the stock L-82 intake on a near-stock engine, so no gain there.
The Holley carb will probably drop you about 10 horsepower from the stock Q-Jet, so that puts you down to 200.
The cam, if it's a mild upgrade from stock, could add 10 hp.
The roller rockers only help to reduce side-loads on the valve stems, and won't add any more power.
This puts you right at the stock 210 hp level, with a probable loss of low- and mid-range torque from the square-bore carb.
