Hi myk,
My understanding is that:
Non-a/c cars have a 3 speed blower and the blower is always on low regardless of the mode selection.
On a/c cars the blower has 4 speeds and the blower is only off when the left side mode selector is in the off position.
Regards,
Alan

While Alan's description indeed matches the 71 owner's manual description neither of my non-a/c 71's operate this way. Both have the 4 position fan described on pg 29 of the owner's manual under Four Season Air Conditioner Operation where there's a 4 position switch off, lo, med, high. If the fan switch is set to off the fan does not operate and neither thumb wheel over rides the setting if the fan is set to any on position (as it is designed to do with A/C cars).
I'd be interested in hearing if other non-a/c cars differ from this.

Hi HF,
The switch on my 71 non a/c car has FOUR positions... off, low, medium, high... I never noticed the discrepancy with the owner's manual.
Is it possible that the a/c cars have a switch with FOUR speeds... low, low/medium, high/medium, and high????
Regards,
Alan

And four positions matches the non-A/C fan control description on pg 28 of the 1972 owner's manual. MY 72 w/A/C operates as described by the manual where the thumb wheel on the left over rides the fan blower when pushed up to the off position.
What's the possibility the 71 manual just wasn't updated from the 1970 operation?

Heat/ac fan on my 74 coupe Wil not run on high speed.
Recently installed new heat and ac controls, fan motor, resistor and fan switch. The fan will not run on the high speed setting. Is there something I am overlooking? 2vetteowner

There is a separate in line fuse for the "High" position, it's under the left fender near the M/C.
