Hazards on a T/T Column
Which brings be to part 2... Why is there a flasher on the panel an one under the passenger side on a 69 vette?

It is very easy to overlook installing the lever as you reassemble the turn signal switch to the housing.
You may have a difficult time finding a replacement.

Also, I still am confused at to the ****. Should it not pop in and out? When I screw it into the column it will not budge.
I'm just going to try an describe what Jim said in another, more novice way.
The picture that Jim gave is the lever that controls the hazards. It's about 4 inches long, and where the circle is, is where the hazard **** screws in. This is all you will see when you look into the hole. Where the **** screws in is towards the top of the lever.
The hazard 'switch' you are wondering about, is part of the turn signal switch. The top of the hazard lever fits into a slot in the bottom to the turn signal switch, and the bottom of the lever fits into a grove in the steering column housing. As you move the **** in and out, the bottom part in the housing will not move, the top of the lever in the turn signal switch moves in and out and turns the hazards on or off.
To visualize it simply, point your index finger straight up. The bottom knuckle would be where the lever fits into the housing, the first knuckle would be where the **** screws in, and the point of your finger would stick into the turn signal switch and move the hazard switch.
You need to be carefully when you assemble the turn signal switch because this lever doesn't attach to it, it simple inserts into a slot. You need to make sure that it stays there until the turn signal switch is installed, and the bottom of the lever is in the grove in the housing.
Either the lever is not correctly installed, or you need a new turn signal switch. If you remove the ****, can you move the lever around? Also, if the hazards are on, if you pull on the switch gently, do the hazards go out?
Also, the reason there are two flashers is because the hazards are a completely different circuit from the turn signals. I think the reason for the turn signal flasher being away from the fuse box, and behind the passenger dash would be to place it in a location where it can be heard better.

Sorry, just read your second post. You said the lever will not budge, that sounds like it's not properly installed. When they were installing the turn signal switch, they were not carefull, and the lever most likely fell out of the turn signal switch. When this happened to me, it was simple to see, because the lever was not in the proper location to screw in the ****. It sounds like maybe the lever slipped, and is jambed into the bottom of the turn signal switch??? Or maybe the bottom of the lever is not in the slot in the housing, and is creating to much pressure to move the switch. Either way the good news is sounds like you may not need a new turn signal switch. The bad news is that you are most likely going to need to open up the column to the point where you can unscrew the turn signal switch and correctly reposition the lever.
When repositioning the lever, I would get to the point where you can unscrew the screws holding the turn signal switch on, and raise the switch up only about a centimeter. And then, with the **** screwed into the lever, see if you can wiggle the lever to it fits into the switch, and housing correctly. You might be able to fix it this way without having to get down under the steering column and disconnecting the harness. If you need to pull the turn signal switch out enough to manually reposition the lever in the correct spot, you will need to disconnect the harmonica connector under the column. I'd try the 'wiggle and hope to get lucky' method first.

If you look at te second and third pics, you'll see the slot that holds the hazard switch bar that Jim described above. In the second pic, it's the rectangular piece just about dead center. In the third pic, you can see the same piece from the back of the switch. He metal piece goes in the white slot.
Also, towards the bottom of te thread, there is a link to the Willcox site where they describe how to get to the turn signal switch.

Going to try an respond in order...
1: I am familiar with the old flasher *****, this one will not push in OR pull out. Once I screw the **** in will not move in our out at all.
2: Kinda confused with this one...

The turn signal lever on the left side will go up and down just fine. However, I am not sure if it works. Reason is the flashers are always going. So, cant tell if the turn signal switch is working as well. I did try and pull the hazard flasher to see if the turn signals would work. They did not. So, I assumed it needed the hazard module (flasher) installed. Do you think possibly I need a new turning signal flasher? I did replace the capacitor but not the flasher module (passenger side). For that mater neither flasher module was replaced. Both orginal.

I then pulled out the TS switch to find the problem. I used a pair of long nose pliers to work the hazard mechanism. Found that could push it in here to, but unable to pull out. Took a good look at the mechanism and could see how it worked and what the problem was. Though the problem is not obvious, it is apparent that if all is not perfect in tolerances, you may have this problem. It is a pretty primitive design with a bent over metal tab that controls things.
I exchanged defective TS switch at local Corvette supply vendor for another switch and now all is well. Even the new one requires a bit of a hard tug to get it to pull out. I suspect that if I had tried to pull the old one out with a pair of vice grips that it likely would have pulled out ok.
My guess is that yours was incorrectly assembled.
