I am currently in the process of replacing my front bumper cover on a 1977.
what are potential problems of notreplacing the honeycomb behind the cover?
You should be fine. The outer bolt that hold the honeycomb in also retains the metal bumper to the frame extensions. You have to remove the bolts from the honeycomb or pick up some of equal size at the hardware store. On mine they are "captured" and aren't made to come out of the honeycomb.
Or you could trim the honeycomb down so it doesn't interfere with the fiberglass bumper. It could give minor protection to the front of the car in a collision, but nothing will save that fiberglass bumper if it's hit.
