Default Question about emissions

I've changed the initial timing setting so the engine gets 36* total centrifigal advance. This move put the idle timing somewhere around 12-16*BTDC. Now when I try and pass emissions the hydrocarbons fails miserably and was wondering what would happen if I went back to the curb idle 4*BTDC factory setting? Or could it be something else? I removed the air cleaner and PCV valve before going the second time and hydrocarbons went down some but not enough. Any suggestions?

Vehicles exempt from inspection RELATED LINKSFAQs- changes eff. 8/1/10 [pdf]Collector Car application [pdf] Changes effective August 1, 2010: emissions check only

Certain vehicles are exempt from inspections, but they do vary, so be sure to check what is required for yours.
I doubt that timing affects your emissions.

I am wondering why you are even getting an emissions check if your vette is a 79 like your name implies.

Your car is over 25 years old and exempt. Get a collector, or historic registration.

The following vehicles are exempt from inspection requirements (N.J.A.C. 13:20-7.2):
Historic motor vehicles
Collector motor vehicles
Approved Collector Vehicles which are less than 25 years old
