My '75 Corvette at idle and at very low speed [2 -3 MPH] often forgets that it has power steering. The car steers as it should under way, there are no leaks or air bubbles in the tank and the fluid is at the proper full mark on the dipstick. The v-belt driving the pump is set to the right tension and is not chattering or slipping. Am I going parts shopping or is there something I should do or look at before I start buying parts?

It might be possible that the regulator spring in the P/S pump unit is stuck or damaged....but that's just a guess. Most likely, it has to do with the pump unit.
Keep in mind, these Vettes have "power assisted steering" and not power steering as we know it where you can turn the wheel with one finger. Compare yours to another C-3 before making any repair decisions as there may be nothing wrong. Another question to ask yourself is "has it always been this way since you owned the car"?
Jud, I've had the car for just a few months so long term observations are not going to help me. I might just pull the spring, take a look/feel for something out of place and re install everything to see if there is an improvement when all is said and done.
Pumps for these things don't seem to be crazy expensive so if push comes to shove I might just do a rebuilt pump and move along. There are a lot of new parts on this car so I might as well add another one.
