Headlights
Previously my 75 the headlights would not come up, so today I started working on them, I got them working but I shut car off they go up and down. On the vacuum line it is missing the little white stop valve could this be why it goes up and down when I shut engine off?

Headlights Working.... NICE!
The little white plastic item is a filter. I believe there should also be a gray metal 'one direction' valve. It should have one large hose going in and a large and small hose coming out.
That could be the cause of your trouble, or it could be a relay problem.
