Default horn doesn't work 1980 vette

Hi evryone
Hoping someone can help me with this. My horn won't work and it did not when I bought it. Bought all new parts inside the steering wheel and have checked fuses, and horn itself. All the wiring from the horn to the firewall all seems to be in good condition. Test light and screw driver test showed no power under the wheel, any suggestions.

Try shorting the pin that touches the L bracket to ground.

the horn circuit on these things is simple, yet weird. (and it appears is standard GM for the time - my 1980 Trans Am has the same circuit and donated the relay.)

power from battery goes to the relay under the dash.
this feeds power to the horns.
the ground wire from the relay goes to the wiring harness at the base of the steering column and then up it.
When you press the horn, you're completing the ground side of the circuit.

From my 1980 service manual:
check the fuse.
check for voltage at horn relay (I had none)
connect a wire from the horn relay black wire to ground. If horns don't work, relay is bad (mine was bad too.)
If horns work, check for loose connection in wiring harness @ steering column (one of the black wires)
I was also missing the pin and the spring inside the steering wheel. Needless to say, troubleshooting it was a pain in the....

I put in all new parts under the horn button and a new horn relay. Works great thanks to all.

So turns out im missing this
Horn Contact Spring Kit. 67-82 $6.41

Part Year: 1967-1982

And also the Retainer #37736 stopping the spring from making constant contact with the horn...

But i cant find where to buy the 419454 part "lower retainer" that goes into the steering spindle as per this diagram

The retainer below can be found at this link, http://willcoxcorvette.com/product_i...oducts_id=6951

On the later model cars, the upper steering column shaft had a groove in it and the retainer just snapped into it. A safety device to prevent the hub nut from coming off the car.

I just fixed mine by removing the steering wheel and fixing the short.

Where was your short? mine was shorting due to the 5 finger plastic clip missing and constant horn blowing..
