75 head lights
Ok when I got car lights would not come up, so I have checked the vacuum, replaced some tubing, found vacuum relays not working. So I replaced vacuum relays, installed check valve. So now they come up and go down, a accomplishment but a little slow, passenger side even slower going up and down. Any ideas

There is a seal (grommet in the link)) in the actuators that goes bad.
You can buy just the seal kit if needed.
