C3 headlight issue "again"
I have a 1980 and the right light went up but had to pull the left up and they both went down, now, neither go up I have to pull them up but they both go down when I pull the manual ****, with the manual **** up I cant even pull the lights up, what do you think the problem is?

I had to troubleshoot each component and ended up replacing/repairing everything . . . headlamp switch, check valve, relays, actuators and most of the vacuum lines. It's easy to test with a hand vacuum pump. I found this information useful:
