Evaporative Emissions Control tanks have a valve that is placed on the upper driver's side. other tanks don't have this pipe fitting. a vapor canister is also part of the system.

Look for signs of the black plastic canister mounted to the fender apron below the vacuum storage tank to the left of the master cylinder.
I believe in 70 only cars that were to be delivered in California had the ECS system.
